Boao Consensus Reached by 17 Ports and Shipping Enterprises to Co-build a Community of Shared Ecology

On December 9, 2016, the forum on “Co-building New Ecology for Cooperation of Ports and Shipping Enterprises” was held in Boao, Hainan. This event was hosted by China COSCO Shipping Corporation Limited (COSCO SHIPPING), and attended by 17 ports and shipping enterprises, including COSCO SHIPPING, CMA CGM Group, Evergreen Line, OOCL, Shanghai International Port (Group) Co., Ltd., Ningbo Zhoushan Port Group Limited, Qingdao Port (Group) Co., Ltd., Guangzhou Port Group Co., Ltd., Tianjin Port (Group) Co., Ltd., Dalian Port Corporation Limited, Xiamen Port Holding Group Co., Ltd., Yingkou Port Group Corp., Lianyungang Port Holdings Group Company Limited, Beibu Gulf Port Group, Hutchison Ports, PSA and DP World (collectively referring to as “All Parties”). The participants had in-depth discussions about cooperation between ports and shipping enterprises, and jointly released “Co-building a Community of Shared Ecology of Ports and Shipping Enterprises: Boao Consensus”.

 

Chairman of the Board and Party Secretary of COSCO SHIPPING Xu Lirong, Chairman of Shanghai International Port (Group) Chen Xuyuan, Chairman of Qingdao Port (Group) Zheng Minghui, Managing Director of Hutchison Ports Eric Ip, CEO of PSA Tan Chong Meng, Chairman of Evergreen Line Anchor Chang, Chief Executive Officer and Senior Managing Director of OOCL Andy Tung, Senior Vice President of CMA CGM Jean-Yves DUVAL, Chairman of Guangzhou Port Group Chen Hongxian, Chairman of Dalian Port Corporation Zhang Yiming, Chairman of Xiamen Port Holding Group Chen Dingyu, Chairman of Yingkou Port Group Li Hezhong, Chairman of Lianyungang Port Holdings Group Ding Rui, President of Ningbo Zhoushan Port Group Cai Shenkang,President of Tianjin Port (Group) Lu Wei, President of Beibu Gulf Port Group Wei Tao, and Vice President of DP World Asia-Pacific Region Zhang Daqian were present at the forum.

 

The forum was presided over by COSCO SHIPPING President Wan Min. Chairman of the Board of COSCO SHIPPING Xu Lirong first analyzed the positive factors in next year’s shipping market, and pointed out that container shipping industry had undergone profound changes in its overall landscape with a marked trend towards alliances and large-scale operations. COSCO SHIPPING will adhere to the concept that ports and shipping enterprises, which are highly interdependent, share a common destiny. Through the platform of the OCEAN Alliance, COSCO SHIPPING will encourage ports and shipping enterprises to innovate on their pattern of cooperation, establish a communication mechanism, foster mutual understanding, build mutual trust and provide mutual support, so as to extend their cooperation to various links of the industry chain and co-build new ecology for international shipping. Later, the participants released the “Co-building a Community of Shared Ecology of Ports and Shipping Enterprises: Boao Consensus” after extensive discussions regarding prospects and plans of exploring new business models, co-building a community of shared ecology of ports and shipping enterprises, and promoting healthy and sustainable development of shipping industry.

 

All parties recognized that, current downturn of international shipping market shows the weakness of global economy and shipping demand. Meanwhile, the emergence of new technologies, new models and new routes is bound to bring profound changes to the industry. Facing enormous challenges and opportunities, we should focus on normative and healthy market operation in the future, jointly safeguard healthy and stable development of the industry, and better serve customers’ interests. We should also adapt to developing trend of shipping industry and co-build a community of shared ecology of ports and shipping enterprises. Boao forum has deepened all parties’ understanding on the developing prospects of the industry, and has created a good start for all parties to strengthen cooperation and coordination to co-build industrial ecology. All parties consent to the concept of healthy and sustainable development, contractual spirit of trustworthiness and inclusiveness, basic principles of long-term perspective, mutual benefit, complementary advantages and joint development, and will work together to build a community of shared ecology featuring win-win and coordination. All parties agreed that, we will adapt to market changes, reshape market ecology; adhere to rational development, prevent systemic risks; encourage value innovation, promote in-depth integration; improve quality and efficiency, advocate value orientation; and strive to achieve mutual benefit and win-win outcomes. All parties unanimously decided that, by further deepening cooperation mechanism, expanding scope of cooperation, advocating and practicing fair competition, we will provide customers with reliable integrated logistics services by jointly promoting co-building and sharing, and will play a leading role in safeguarding fair and equitable, normative and transparent market environment. All parties firmly believe that, co-building a community of shared ecology will be beneficial for maintaining the common interests of all related parties. We will also overcome current severe challenges and create a new era of healthy and sustainable development of international shipping, port and logistics industry.

 

In the afternoon, the Convention between Carriers and Ports for OCEAN Alliance was convened in Boao, Hainan. Former Party Member of the General Administration of Customs and Head of the National Office of Port Administration Huang Shengqiang, Chairman of the Board and Party Secretary of COSCO SHIPPING Capt. Xu Lirong, and representatives of all parties related to the Boao Consensus, other Chinese port companies and major shipping players under COSCO SHIPPING attended the meeting. In his speech, Huang Shengqiang said the National Office of Port Administration fully agrees with the Boao Consensus. He urged ports and shipping enterprises to focus on normative and healthy market operation in the future, adapt to developing trend of shipping industry and co-build a community of shared ecology, so as to create a new era of healthy and sustainable development of international shipping, port and logistics industry. Then the OCEAN Alliance exchanged views with representatives of major ports and terminal operators. The Alliance’s four members introduced the “2017 OCEAN Alliance Shipping Route Layout and Products” and their respective Non-Alliance products. President of Shanghai International Port (Group) Yan Jun, President of Ningbo Zhoushan Port Group Cai Shenkang, President of Qingdao Port (Group) Cheng Xinnong, Managing Director of Hutchison Ports Eric Ip, and Vice President of COSCO SHIPPING Ports Chen Keng delivered speeches. In addition, the four Alliance members signed MOUs on service support with eight relevant leading ports in China, including Dalian Port Corporation, Tianjin Port (Group), Qingdao Port (Group), Lianyungang Port Holdings Group, Shanghai International Port (Group), Ningbo Zhoushan Port Group, Xiamen Port Holding Group and Guangzhou Port Group, as well as four world-famous port operators, including Hutchison Ports, PSA, DP World and COSCO SHIPPING Ports Limited.

 

During this forum, an informal meeting of ports and shipping enterprises was also held. Various shipping affiliates of COSCO SHIPPING had an in-depth exchange of views with participants from ports and terminal operators.

During the forum, all Parties held extensive discussions about prospects and plans of exploring new business models, co-building an ecological community of port and shipping enterprises and promoting healthy and sustainable development of shipping industry.
